"These symptoms are typical of one of the many leaf galls that occur on some maple species. Most of these galls are caused by tiny eriophyid mites." Is what I found out then I sent off the photo to an expert. We have been watching another neighbor's tree that has the same stuff for over 6 years. Time to get the sprays out.
