I discovered this site after doing some translations for college:
http://babelfish.altavista.com/
Japanese to English is one of the options.
You can also enter the URL and translate a whole page.
You may have to select VIEW>ENCODING and Japanese Auto-select on the top of your browser (MS Explorer).

IT works pretty good.
