I have had this one in my garden for over 5 years, I think.
The plant is about 34"W x 16"H. The leaves are about 7-8" long x 6-7" wide. Anyone know what it is? Thanks.

Most likely Francee. A second option is the similar (and closely related) Fortunei Albomarginata. (this latter one is sort of heirloom, and perhaps more common in the upper Mid-west than on the East coast)

Blooms will be light purple and not very heavy, and will rarely set seed. (true for both of these)

I vote for Fortunei Albomarginata. It's sold everywhere under a bunch of different names, frequently as 'Silver Crown'. Right number of vein pairs too. My 'Francee' is darker with a narrower margin.
