This is damage from the four lined plant bug. They must be very busy beavers lately, because a lot of people are complaining of their damage...and some are seeing this bug for the first time ever this year.

Yes, they can be divided, and should be every 3 or 4 years. Lift with a garden fork instead of a shovel...it protects the roots better. Pull apart by hand into a couple of divisions and replant. This question has come up before (either here or one of the other forums I frequent) and the feelings are mixed.
