The voles here dig in from the top of the soil. I just moved every hosta from a raised bed. There was a vole or voles in the bed and they were eating every hosta. But the entry holes were on top of the soil, so hardware cloth wouldn't do any good.

Are the leaves there or gone? Voles will chew them right off at ground leave too. And if you are dry, I've seen chipmunks chew the stems of plants for moisture.

I don't think putting any time of screening down before the soil is necessary. Voles are going to be able to dig from the top of the soil down for the roots and crown. You can't use any screen fine enough to keep them out and still allow the hosta crowns to grow up through it.

I don't use mulch at all. The wood chips became a breeding ground for slugs and leaf mulch is vole heaven. It just makes a nice warm place for the voles to winter. We rake the beds clean in the fall. We usually have a good snowpak for the winter, so that's good insulation too.

I believe the royalty tags are actually where you pay your fee for propagating and selling the plant. You buy x amount of tags to sell x amount of plants.
