I had an Ivory Coast in this area in my garden and it lit up the space. Voles took it out and I got another one - don't remember the source. This one looks dull to me. Maybe just a random difference in plants?

Yes, it certainly looks like it will be Ivory Coast. When they are young, just like the related Liberty, they just don't look like much more than a slightly wide margined Sagae. But in time the mature coloration will take hold and you will know it is correct.
