My one Clematis that I have had forever is dying from the bottom up and only got 3 flowers this spring. Anyone know what it is? I know Clematis Wilt usually starts from top to bottom, so I am at a loss as to what this problem is.

Boop, I would trim off those leaves and clean up any that has dropped to the soil. I have one that is doing the same thing and last year we fought some
mold issues with it. This year it shot upwards of over 8 foot and the leaves are starting to die, top is fine.

Neem is more for insects not fungal or mold issues.

Clematis fungus / here called killer. If the clem is planted Deep enough it will come back
Against stupidity the gods themselves struggle in vain.

I removed all the damaged foliage and doused the rest with Neem which is good for fungal issues on plants as well as insects.
Neem oil can not only effectively kill the pests on your plants (without hurting beneficial bugs like bees) but it can also eliminate most fungus problems as well.
