Prunus Serrulata-young branches turned dry

Hi to all,
I have a young tree of Prunus Serrulata "Kiku Shidare". It has a plenty of blossoms this spring, but some young branches are turned dry. Leaves are not developing completely and blossoms stay closed on that branches. Please help what to do.

I would take a cutting of what you have shown into a nursery or College and have them take a close look at it.
Frost, damaged or insects?? I can't really tell from your photo.
