Hi Carol,
I'm pretty sure that is Cleome. It isn't really a perennial but self seeds so profusely that it comes back every year. The hummingbirds really like them

Thank you Chris, that's it! No wonder I could never figure out what it was as I was looking under-searching perennials.

I love this plant. I had some one year, but the dogs got into them LOL.
