I came out this morning and the 6' rose tree was broken in half. The wind was up to 50 mph last night so I'm guessing the top heaviness got it.
Is there any way to plant it from here? It is a Weeping China Doll.
Advice would be very helpful-fast please.

Gardening is the slowest of the performing arts.
Oh no! Imp, I'm not sure what you can do. I think it is probably grafted. I'm not sure where the graft is. If you are able to replant it, will be growing on it's own roots? You could dip it in some rooting compound, replant it and hope for the best. Here is a link about propagating roses that might be helpful.
