Tiny flowers

At least one of my antiq roses came up with disturbed flowers this year ( so did one of my tree peonies) the flowers are small sort of a whole centerb, but the leaves are tiny and disturbed, no more tha a half inch.

My guess is the late hard fros, but there were no flowerbuds and hardly buds at thet time.. what do you think, this one might even be the most protected. Is it best to cut of the flowers or.... ?

With cutting roses are usually stimulated into new growth.
I had rabbits eat everything green off of one of my new David Austin roses and it came back great.
You just have to watch out for growth from the root stock if it isn't on it's own roots.
If it is a grafted rose could it actually be the root stock suckering?

:hmm: Lack of water is a possibillity too, my cornus just a few foot away had all leaves hanging a week back.. watered it up, but might have influenced the rose too.. it is in a corner of the garden
