Is it okay to divide the dayllies when they are in Bloom ?

You can divide them any time....you can't hardly kill 'em;)

At least that's been my experience with the more prolific varieties. I don't have any really fancy hybrids - I think the multiply slower. I like to wait till the blooms are past but it doesn't seem like that will kill them.

If I'm chopping them up in the summer I will cut them back to a couple inches high and they do fine. But I usually cut them up a lot and am growing them on for future years and don't expect any more flowers the first summer.

I'm gonna do that in a few weeks too. I know that there are a couple reds mixed in with some orange ones. I was going to do it after they bloomed last year but I wasn't sure which ones to move. When they bloom, I'll be able to see which fans need to be moved. I'm planning to loosen things up with a garden fork and try to separate the rogue plants.
