This little MTB is from my garden.

FROSTED VELVET

(Kenneth Fisher, R. 1988) Sdlg. 84-5. MTB, 22" (56 cm), M
S. white; F. royal purple, precise white edge; light cream beard. Consummation x White Canary. Kirkland Iris 1989. HM 1991, AM 1993, W-W 1995.

This one is so cute but it just refuses to grow for me. I have had it for probably 8 years and have seen it bloom maybe twice. Amoenas are my favorites, and I love MTBs too. Wish it did better here.

I'm sure you already tried this. But have you tried growing it in another bed? Some times that's all that is needed.
I have an IB that would not bloom, but still sent up increases, for 4 years until I realized the clump was just a little below soil level (the rhizomes we're not covered with soil). I dug them up as a whole, filled some soil in, and had 8 stalks the next year.
Somethings to check and/or try if you haven't already.
