Try layering. My favorite method for clems, but to answer your initial question, Yes! the can be started from cuttings.

The whole length of my garden is clematis hedge, there are 6 plants, 5 from cuttings of the first.

its best to do them when the flowering has finished, in a good compost with a little root hormone, it is rather hit and miss, you need to do several cuttings and may only get one make it to a plants, but it can be done, i found keeping them in a propergator worked best, even in summer.
What goes around, comes around!
So am I coming or going ?
